Finding 1: OFI reached 47 in Q2 2026 (MODERATE, re-tightening)
The Overlay Friction Index completed a full cycle: Q4 2024: 44 → Q2 2025: 52 (peak) → Q4 2025: 38 (low) → Q2 2026: 47.

Finding 2: 64-point spread between lender categories
VA specialists OFI: 8. Conservative overlay lenders OFI: 72. Same borrower faces radically different approval odds depending solely on which lender they approach.

Finding 3: ~60% of edge-case denials are lender overlays, not agency rules
Borrowers with 45-57% DTI and 580-639 credit scores are frequently denied by lender overlays, not FHA minimums. They are qualifiable at alternative lender categories without any changes to their finances.

Finding 4: SSDI acceptance improved from 52% to 71%
Fair lending scrutiny driving improvement. 29% of lenders still maintain below-agency SSDI restrictions.
