HI had the highest observed FHA denial rate in 2025 at 31.4%, followed by DC at 29.6% and IL at 27.5%, while ID (15.0%) and UT (15.2%) were lowest, a roughly 2x spread across states, per FinanceRateCalc analysis of the complete CFPB HMDA 2025 FHA dataset (1,187,606 decisioned FHA applications in 2025).
